Tick…Tack…Tick…Tack…Vom Wert einer eingehenden Bewertung…

Heute habe ich nicht so viel Zeit, aber es reicht gerade so aus, um euch über die Fortschritte der USA und der Humanitären Abteilung des europäischen Rats (ECHO) zu informieren.

Nur kurz zur Erinnerung, wie die Mitarbeiter von WFP, FAO und UNICEF Ende März dieses Jahres  die Lage in Nordkorea bewerteten:

DPRK has suffered a series of shocks in recent months, leaving the country highly vulnerable to a food crisis. The Public Distribution System (PDS) will run out of food at the beginning of the lean season – May, June, July. This will substantially increase the risk of malnutrition and other diseases, particularly in food deficit counties.

More than six million vulnerable people are in urgent need of international food assistance, due to a substantial reduction of agricultural production and commercial imports, as well as a decrease or curtailment of bilateral assistance. [...]

The mission recommends provision of a total of 297,000 MT of cereals and 137,000 MT of fortified blended food to 6,100,000 vulnerable people [Meine Hervorhebungen]. First priority is to assist vulnerable people living in the five most food-insecure northern and eastern provinces. Second priority is to assist vulnerable people living in the food deficit counties of the other provinces.

Naja und weil es ja so dringend war, ging es in Brüssel und Washington auch extrem schnell. Gestern berichtete der Sprecher des US-Außenministeriums, wie weit die Bewertung des US-Teams mittlerweile ist:

No, nothing to – nothing new on food aid. No decisions have been made. We continue to assess.

Aber vielleicht ist die EU ja etwas schneller. Schauen wir uns mal an, was man aus Brüssel öffentlich zu der Mission verlauten ließ (man wollte ja bis Ende Juni fertig sein):

Hm, naja, gut Ding braucht wohl Weile. Zwei der kritischen drei Monate sind ja schonmal vergangen, seit WFP und die anderen zur Unterstützung aufforderten. Da ist die schwierige Zeit ja bald überstanden und die Bewertungen sind eh hinfällig…
